IMPLEMENTATION OF THE SYSTEM OF STATE AND MUNICIPAL "GREEN" PROCUREMENT IN THE MANAGEMENT OF DEVELOPMENT OF COASTAL TERRITORIES

In this article, the transition of coastal areas to a "green" economy is seen as a way of solving a number of accumulated economic and environmental problems. One of the instruments of transition to a "green" economy is environmentally oriented state and municipal purchases. The most important functions of "green" public procurement are considered, among which are reproductive, stimulating and innovative.

By "green" purchases, the article refers to the process by which power structures are focused on acquiring goods and services that have the least negative impact on the environment.

The legal prerequisites for the creation of a system of "green" purchases in Russia are considered, the necessity of its creation is justified. Preferred directions for the implementation of "green" state or municipal procurement for coastal areas have been identified. Some environmental criteria for the implementation of "green" state or municipal procurement are proposed with reference to the procurement directions proposed for coastal areas.

The advantages of introducing a system of "green" state and municipal "green" purchases into the management of the development of coastal areas are identified.
